SECEX initiates antidumping investigation on Brazilian imports of grinding balls for mills from India
The Secretariat of Foreign Trade (“SECEX”) of the Ministry of Industry, Foreign Trade and Services published Ordinance No. 39 on the Official Gazette from July 3rd, 2017, initiating an antidumping investigation regarding the Brazilian imports of grinding balls in cast iron and/or chromium alloy steel, for mills, product commonly classified under item 7325.91.00 of the Mercosur Common Nomenclature (“NCM” – HS based), originating from India. The petitioner is Magotteaux Brasil Ltda.
The product subject to investigation is known generically as grinding balls for mills. They are spherical metal bodies produced from chromium iron or alloy, with high superficial and volumetric hardness. The grinding balls are used mainly in ore milling. For the purpose of initiating the investigation, the Brazilian authority calculated an absolute dumping margin of USD 535.35/ton and a relative dumping margin of 37.8%.

Interested parties shall receive questionnaires indicating the information necessary to the investigation and shall have a 30-day deadline for response, counting from the date of receipt of the notification. The participation of interested parties shall be made through legal representatives before the Department of Trade Remedies (DECOM). Other parties who consider themselves as interested in the proceeding shall file a request for participation within a 20-day deadline counting from the beginning of the investigation.
