SECEX initiates antidumping investigation on Brazilian imports of plasterboards from Mexico

The Secretariat of Foreign Trade (“SECEX”) of the Ministry of Industry, Foreign Trade and Services (“MDIC”) published the Notice of Initiation No. 53/2017 today, October 17th, 2017, initiating an antidumping investigation regarding Brazilian imports of plasterboards, or plaster-based mixtures, coated or reinforced with paper or cardboard, originating from Mexico. The product is commonly classified under item 6809.11.00 of the Mercosur Common Nomenclature – NCM (HS based). The petitioners are Associação Brasileira do Drywall and Trevo Industrial de Acartonados S.A.

The product under investigation is generally known as plasterboards, consisting of a plaster core and additives, coated with two cardboard blades with special characteristics. It is presented in the form of plates with different types and dimensions, and can also present different colors according to its type and application. The product is widely used in civil construction as a component of drywall construction systems, composites of metal profiles, among others.

In order to initiate the investigation, the Brazilian authority calculated an absolute dumping margin of USD 117.38/ton and a relative dumping margin of 87%. The Brazilian imports of plasterboards from Mexico, between April 2012 and March 2017, were as follows:

Interested parties will receive questionnaires indicating the information necessary to the investigation, and shall have a 30-day deadline for response, counting from the date of notification. Interested parties may participate in the investigation through legal representatives duly registered before the Department of Trade Remedies (“DECOM”). Other parties who consider themselves as interested in the proceeding shall file a request for participation within a 20-day deadline counting from the beginning of the investigation.
